The PUWER 98 Regulations were introduced by the HSE (Health & Safety Executive) in 1998 to ensure that all companies who have a duty of care to their employees bring their plant and equipment up to a safe standard of operation. This includes regular maintenance and risk assessments of their plant and equipment with the objective of vastly reducing risk to operators and other personnel in the workplace and where possible removing risk completely.

PUWER regulations apply to equipment and machinery used by an employee at work, from hand tools, power tools, ladders, photocopiers, laboratory apparatus, lifting equipment, fork-lift trucks, and motor vehicles (which are not privately owned).
The goal of enforcing PUWER regulations is to reduce the risk to peoples health and safety from the use of equipment and machinery, which makes is extremely important. It ensures that machinery and other equipment hazards are minimised.
Inspection intervals depend on the equipment type, the associated risks and the particular work environment it is used in as this may cause more rapid deterioration.
